I'd like to be able to 'require' stuff like phone number and first and last name if someone is registering as a contributor, but not require those fields if someone is registering just as a viewer.

Yes. If a field is not present, it will not be triggered for validation. So if you hide fields and then setup a question event to 'display previously hidden fields' then it will fire validation for these fields when present (and when the fields are marked as required)

that almost does it. Ideally anyone could enter say 'phone number', but it would only be required if someone has ticked register as a contributor. If I'm reading your answer correctly then in your approach the field would only be available to fill in for contributors.

Can I make create two fields with the same name and make one required and visible if contributor = true, hidden otherwise, and the other not required and visible if contributor = false?

If that works, could I link both to the same standard user profile field?

Ideally yes... You would want to test that solution but as far as I know it should work. The module checks and if a field is hidden it doesn't update the core (if the field is synced to the core). So, therefore if the field is hidden and another field is also linked to the core and is not hidden (and is not required) then it should work as you suggest.
