For some reason the mails received in yahoo, gmail and outlook appear ok, all images have the full URL, but the ones that went to hotmail do not have the base url so an "x" appears. Should I change the header on the Opt-in Email? Thanks.

No, you might have to make sure that the senders email address is either stored as a 'trusted contact' or you might have to change the settings in Hotmail to show images. This is a security setting to not always render images in certain email programs. If the email images is working in one email then the URL or the images is right and its just up to the settings within the email application to render these properly. Within Outlook and many other programs there are certain security settings to not show images (or right click on them to 'Show Images') etc...

You might check out this article:

http://email.about.com/od/freeemailreviews/gr/winlive_hotmail.htm

It highlights:

* Windows Live Hotmail does not download images from unauthorized senders automatically.'

Unfortunately there is little that we can do about this within the module itself so I would probably put a note to the recipient to make sure to add you as an authorized sender.
